The Red Line Programme was produced by Radio New Zealand in association with Bird of Paradise Productions. Tim Watkin is Executive Producer. The Four Part Series was broadcast on four Sundays from 7 – 8 AM on the National Radio Station from 28 June to Sunday July 18. It was and still is also available as a Podcast.
Red Line is described as an “Investigation into China’s Growing Influence in New Zealand” and promoted provocatively “Can we walk the Thin Line between what some see as an Evil Empire (…)” Journalists Guyon Espiner and John Daniell said it took a year to produce for Broadcasting. Yet they failed to include Credible Reports from a Volunteer Group of Ethnic Chinese People Living Abroad, and other independent Sources that show the Allegations they and others make against China are Flawed.
Red Line could well be described as Western Propaganda. I will describe in the Following Pages how the RNZ Standards of Balance, Accuracy, Fairness, Discrimination and Denigration and Law and Order are Breeched in Red Line with Evidence Sections Numbered (1) to (7), including Detailed Evidence.

COMPLAINT

I argue these Standards were Breeched because the Wide Range of Views available to those with concern for Facts were not covered by Red Line Journalists Espiner and Daniell. With such Serious Allegations being levelled at China, it’s especially important there’s a far deeper Investigation of the Evidence for these claims, which Red Line simply did not provide. This is especially egregious as they describe themselves as Investigative Journalists. There are no Chinese, Muslim or Independent Perspectives, which shows Lack of Balance, Accuracy, and Fairness.

The Journalists say they asked China’s New Zealand Embassy to take part, but the Invitation was Rejected, which is understandable in the Circumstances. But there is a Wealth of Chinese Government Reports and other Independent Sources, as well as Asian correspondents, providing China and Muslim perspectives, as well as several reports by American investigative journalists that thoroughly discredit these allegations. I sent some of this material to Red Line myself on July 6, but it was not referred to. (See below) The public are thus left with Red Line’s minority Western adversarial view of China, quite the reverse of the other 80% of the world. In its mono cultural western perspective, Red Line episodes show no awareness of the majority of people and countries in the world, it’s as if they don’t exist, or are superfluous. Red Line does not fulfil the RNZ Charter objectives as an independent public service broadcaster in a free and democratic society, “Fostering critical thought, and informed wide ranging debate.”

These allegations against China from America and the UK, repeated in Red Line, are not supported by credible, independent studies. No sound evidence is presented, only assertions and recriminations from Chinese dissidents in New Zealand, and overseas Chinese dissidents. These are encouraged financially and supported by America, motivated to undermine China. Western allegations rely on the work of right-wing US government-funded think tanks, such as the Endowment for Democracy, which promotes dissent in countries whose governments America is opposed to. A discredited university is also involved, as reports below show. An “Expert” who authors most of the “Studies” alleging “Genocide” and enormous concentration camps in Xinjiang is Adrian Zenz. The Grayzone has revealed Adrian Zenz to be an extremist Christian who opposes homosexuality and gender equality and claims to be “Led by God” against China. Zenz even told the Wall Street Journal that his highly questionable work on Xinjiang is “Like a mission, or a ministry” for him. The far right German academic has only spent short periods of time in China, and has no evident scholarly expertise on Chinese politics, history, or society. Zenz has also volunteered his belief that God’s apocalyptic Rapture will soon come, and Jews who refuse to convert to Christianity will, in his words, be “Wiped out” and shoved in a “Fiery furnace,” as journalist Dan Cohen reported.

Evidence of Politically Motivated Allegations against China

The clear Political Motive to malign China should have made RNZ Journalists, Espiner and Daniell at least a little sceptical of the Allegations. America, the World’s Most Militarily Active and Dominant Country, has a Terrifying Aggressive Foreign Policy called “Full Spectrum Dominance.” This emerged from a Think Tank starting in 1997, the Project for the New American Century, advocating “Total Global Military Domination to promote American Global Leadership (…) Develop and deploy Global Missile Defenses to Defend the American Homeland and American Allies, and Provide a Secure Basis for US Power Projection around the World.” Consequently America spends far more on Weapons and its Military than several countries combined, and wages Illegal Wars regularly. An estimated 800 US Bases in more than 70 countries worldwide are a Massive US Global Military Presence, recorded by David Vine in his Book “The United States of War: A Global History of America’s Endless Conflicts, from Columbus to the Islamic State.” China has three Overseas Military Bases.

Former US President Jimmy Carter explained to former President Trump in April 2019, that America militarily surrounds and threatens China, not the other way round. He also said that while the US has been at war for 20 years, China instead invested in 21st century infrastructure and its own people, lifting 800 million out of poverty. The US, he said is: “The Most Warlike Nation in the History of the World. China is investing its Resources in Projects such as High Speed Railroads instead of Defence Spending. How many miles of High Speed Railroad do we have in this country? Zero. We have wasted, I think, $ 3 trillion,” Carter said, referring to US Military Spending. “China has Not Wasted a Single Penny on War, that’s why they’re ahead of us in almost every way, I think the Difference is, if you take $ 3 trillion and put it in American Infrastructure, you’d probably have $ 2 trillion left over. We’d have High Speed Railroad. We’d have bridges that aren’t collapsing. We’d have Roads that are maintained properly.”

New US President Biden continues the Aggression against China saying America is in a Competition with China. He told China’s President Xi Jinping in 2020 that the US will Militarize the Indo Pacific “Just as we do with NATO in Europe.” China has said if the US does not pull back, and if attacked by US Forces it will defend itself with all means. Consequences of such a war are unimaginable. Evidence of False Pretexts used in Wars on Muslim Countries and against China

In the past 20 years the US UK led Western Countries Attacked and Illegally Bombed, Invaded and Destroyed one Defenceless Muslim Country after another in a Massive, Genocidal Violation of Human Rights, undermining International Law and the United Nations Charter. Less than 3000 People were killed in the appalling Terrorist Attacks of 9/11 in America, but well over 27 million People have died in the illegal 20 years of US UK led Wars of Aggression against countries in the Middle East and North Africa.

At the start of the bombing of Afghanistan, International Human Rights lawyer, Professor Marjorie Cohn wrote in November 2001  the followig.

The United Nations Charter was set up in 1945 after the devastation of WWII led leaders of countries then to the understanding that wars of aggression must be outlawed as the greatest crime against humanity, and threat to peace and security in the world.

False pretexts are AGAIN being used by western countries with lurid allegations against China. If Red Line |  RNZ had learned from even recent history the series would have been far more sceptical of repeating allegations against China without a thorough investigation into their validity. Instead, the western narrative is parroted without question as gospel in an insult to intelligence and to those millions who died in these wars. The wars also undermined international law, the UN Charter and global security. Peace and security is under attack in the world because the US led allies have betrayed international law and the UN Charter. Our western allies have shown no respect for international law, or the United Nations Charter, human rights or justice.

It’s deeply cynical that America and UK leaders in the western alliance now claim to support human rights for Muslim Uyghurs in Xinjiang, with their history of violating human rights of millions of Muslim people and contempt for international law and the United Nations Charter.

Evidence in Detail of Red Line Breeches of RNZ Standards

Most of World supports China for “Providing care to its Muslim citizens”

In Red Line episodes broadcast on national radio, Sunday 11 July 7-8am Guyon Espiner commented: “The international community” has condemned China’s grave crimes in Xinjian, the one million in concentration camps, etc. This is not true, though the deception has been reported often in western media. The reality is that only a small group of US led Western countries, less than 20 percent of world population support these claims. America and its allies are a minority in the world, making the allegations. Red Line in Episode 4 changed this initial statement about the “International community,” with Espiner later saying an international parliamentary committee representing several countries supports human rights atrocity claims against China.

What is strikingly lacking in all four episodes of Red Line is the reality that most of the world supports China in its Xinjiang policy, showing lack of balance, accuracy and fairness. Here are some facts,

The informative Qiao Collective report reveals. “At two separate meetings of the UN Human Rights Council in 2019 and 2020, letters condemning China’s conduct in Xinjiang were out voted, 22 – 50 and 27 – 46. The 46th Human Rights Council Session in March 2021 saw no joint statements condemning Chinese policy in Xinjiang while a joint statement in support garnered the signatures of 64 countries, with more than 80 countries supporting China’s position. The Qiao Report also reveals a Resolution passed by the Organisation of Islamic Cooperation, an international organization, consisting of 57 member states, mainly with Muslim majorities and a collective population of over 1.8 billion. Deputations from many Muslim countries have visited Xinjiang. China is open to visitors and welcomes outside observers to Xinjiang. It has invited the UN High Commissioner for Human Rights to Xinjiang as well as representatives of the EU. China is open to the world, but America and allies don’t want to acknowledge this.

No Investigation by Red Line into Validity of Atrocity Allegations against China

There was no investigation or discussion by Red Line journalists into the validity of allegations against China. In Episode (4), as in other episodes, the “one million in concentration camps” claim and horrific human rights atrocities, including organ harvesting were also mentioned. Several investigative reports have been published on the allegations by award-winning American journalists at the Grayzone. On July 6, I emailed Guyon Espiner, with titles and links to several investigative reports by Grayzone journalist and a couple of others. These studies discredit the manufactured allegations repeatedly reported in the western world. There was no response to my email, nor did Red Line discuss these reports exposing the falseness of the allegations in their broadcasts/podcasts since July 6. Max Blumenthal, founder of Grayzone, is an American investigative journalist, author and filmmaker. The ‘Uyghur Tribunal’ Held in London

The so called ‘Independent’ Uyghur ‘Tribunal,’ now called the China ‘Tribunal,’ held in London in June 2021 was referred to in earlier episodes and again in Episode (4). The UK ‘Tribunal’ has no legal standing, which was explained on its website and in this article. The hearings amplify to the world unsound claims made by the US UK EU and allies, of lurid human rights atrocities against China without having to go through the tedious processes of due process of law. The fact this ‘Tribunal’ has no legal standing was not explained by Red Line journalists. Yet on Sunday, July 11, I emailed Guyon Espiner and Tim Watkin informing them that the “Tribunal” hearings were not legally authorised, saying: The “Independent tribunal (…) was in reality a Kangaroo Court”.

“The so called “Uyghur Tribunal” held in London has no credibility in law, lacking a governing Statute and Rules of Procedure and evidence. Allegations against China on Uyghur Muslims Human Rights concerns are hypocritically made by the biggest abusers of Muslim Human Rights in the world. The same contempt for law was displayed by the US led allies when they opposed their soldiers being tried in the International Criminal Court for crimes against humanity in their 20 years of wars against people in Muslim majority countries this century. The UK US allies’ stampede to a guilty verdict against China without credible process or evidence in a disgraceful effort to smear China. “

On Sunday July 18 on National Radio 7-8am, we heard the resonant voice, that may have been Sir Geoffrey Nice, Chair of the ‘Tribunal,’ intoning conclusions that China was engaged in shocking practises such as organ harvesting, cutting out hearts and other body parts of people. The claim of keeping a million or more in concentration camps was also repeated by Red Line journalists. These UK hearings resembling a Kangaroo Court, have no credibility in law, yet this important fact was not mentioned by Guyon Espiner or John Daniells in Episode 4, despite my informing him about this on July 11.

Sir Geoffrey Nice, Chair of the anti China Court has a record for being a remarkably unfair a judge. In 2009 a conviction which Nice presided over was ordered quashed after a Privy Council Appeal found his handling of the case resulted in an unfair hearing. A report in the Jersey Evening Post claimed the actions could have cost Jersey taxpayers millions of pounds. Of importance is the Judgment from the Appeal Court of Jersey delivered 4/11/2009. Lord Brown commented: “Not often is defence counsel, appealing against conviction on the grounds of an unfair hearing, able to turn the appeal court’s feeling from initial rueful concern to eventual deep dismay simply by reference to the number and character of the judge’s interventions in the course of the trial. Such, alas, is the position in this case and, overwhelming though the evidence against the appellant may appear to have been, the Board can see no alternative but to set his conviction aside.”

A definition of a Kangaroo Court is that it’s an unofficial court held by a group of people to try someone without good evidence, as guilty of a crime. In the Kangaroo Court you are 100% guilty until proven innocent, the reverse of a legal court, where there’s presumption of innocence, unless after due process of law, guilt is found the be the case The term Kangaroo Court apparently comes from the image of these judges hopping from place to place, guided less by concern for justice than by the desire to wrap up as many trials as the day allowed. Another description of a Kangaroo Court is: “An unfair, biased, or hasty judicial proceeding that ends in a harsh punishment; an unauthorized trial conducted by individuals who have taken the law into their own hands, such as those put on by vigilantes or prison inmates; a proceeding and its leaders who are considered sham, corrupt, without regard for the law.”

Contempt for Law and Order in Relation to China | Standard (4) Breeched

These Hearings in London, bypassing the due process of law, show contempt for both the Law and China Standard (4).The Law is supposed to be one of our most cherished values. Yet it’s been sidelined in these Kangaroo Court Hearings on very serious allegations against China. To treat the Law and China in this way undermines both China and Law and Order internationally in the world. (Standard (4) The ‘Tribunal’ is a political strategy to ramp up public hostility in the world against China, just as the US led wars in the Middle East, violating international law, were based on false pretexts. The allegations against China are politically motivated to undermine China in the Court of Public Opinion.

The fact an unlawful ‘Tribunal’ was set up in the UK to hear these unsound allegations against China, when the UK holds due process of law to be one its highest values, suggests discrimination, denigration and racism is at play. China apparently is not to be afforded due process of law, just as the many countries attacked in wars by the western allies this century were also not afforded due process of international law. This unlawful court and its conclusions betray the west’s own espoused values. Due process of international law and the United Nations Charter was also abandoned by US-led allies in 20 years of wars of aggression on many countries.

Standard (6) Discrimination and Denigration – These fake hearings called a “Tribunal” means China has no recourse to challenge whatever allegations the US UK allies care to make against China. It is shameless denigration and bullying, under the guise but not reality of law. Due processes of law is absent and the assumption of innocence unless proven guilty. Western allies have a long history of making lurid false allegations against countries, as reported above and in references below. It recalls the seeming never-ending bad old days of imperial Britain and America which relied on violent force of arms, slavery, and unfair trading deals to make wealth for their countries and their trading companies.

Why did Espiner and Daniell not mention that the “Tribunal” was not a legally established court when I informed them of this on July 11? Possibly because it would detract from the case they wanted to make. Espiner and Daniell’s Red Line have produced a series that is another disgraceful Kangaroo Court or Show Trial.

Sovereignty: Intelligence Agencies United Front, CIA, MI5, SIS | Censorship in RNZ

Breeching Standard (4) Law and Order

The final Red Line episode (4), broadcast on National Radio on Sunday, July 18, has a section on intelligence agencies, with Dr Rhys Ball, former NZ SIS intelligence officer, now teaching at Massey University. He referred to intelligence agencies working to infiltrate and penetrate political organisations using a general quote from John McGlaughlan, a former CIA boss of America’s Central Intelligence Agency. Mclaughlan served as Deputy Director of America’s CIA, one of the most feared and interfering intelligence agencies in the world. The CIA is also known to influence media. A New York Times article discussed the Worldwide Propaganda Network Built by the CIA.

It reported CIA agents being placed in news networks. “In its persistent efforts to shape world opinion, the CIA. has been able to call on a separate and far more extensive network of newspapers, news services, magazines, publishing houses, broadcasting stations and other entities over which it has at various times had some control. CIA: Secret Shaper of Public Opinion Second of a Series.” This CIA influence in news media continues.

An article in 2020 reports that Operation Mockingbird was a CIA program started in the early 1950s to “control” the news narrative in the McCarthy era. Official recognition of this in the Church Committee report confirmed abundant CIA ties in both foreign and domestic news media. False News was not only encouraged by the CIA in the Cold War period, the CIA was complicit in actually detailing a specific narrative to be disseminated, often going so far as to write the narrative and have a “Credible” reporter’s name stamped on it. It’s clear today that the CIA leverage to control news has not stopped.

It’s crystal clear that Red Line and Radio NZ News are not being influenced by China’s United Front intelligence agency in NZ. But there’s strong evidence the CIA and possibly UK intelligence Agencies have influenced the Red Line narrative. There is no China or Muslim view in Red Line, despite much credible material being available. Red Line was limited to proclaiming the UK US allies allegations against China without any analysis, and exclusion of any contrary views, in an effort to push the NZ government to be more stridently opposed to China, as if this was the only possibility.

In RNZ News bulletins, the great majority of countries and peoples of the world are seen only through the purview of interests of the west’s minority group of countries. Red Line entirely reflects the narrow views of America, the UK and its allies, excluding the majority in the world, as if they don’t exist. Perhaps it wouldn’t matter much, if western countries respected international law, and human rights, providing a good example in the world. But they don’t. They have regularly violated the sovereignty of countries worldwide, not only in illegal wars of aggression, but also in using devastating sanctions that have killed millions of people in Iran, Iraq, Venezuela, North Korea, Cuba, Syria, etc. The minority group of western allies with their colonialist histories are the most militarily and economically aggressive countries in the world with a history of dominating the majority of countries and people by violence and propaganda.

Important news in the world is censored, suppressed, ignored or unknown, because it doesn’t fit the narrow interests of western countries from which RNZ gets the “News.” An example of this is when America assassinated Iran’s General Soleimani, who was visiting Iraq in January 2020. Shortly after the assassination, Iraq’s parliament ordered the US and allied forces to immediately leave Iraq. America was legally obliged to do so, but refused to leave.

Massive demonstrations occurred in Baghdad demanding that America and allies leave. Effigies of then President Trump were seen hanging from posts and bridges around Baghdad. None of this was reported or visible in our news, due to widespread censorship in western media filtering through to RNZ which is not independent enough to look outside the narrow, misinforming world of mainstream western sources. Nor were there reports on RNZ News of the outrage of Iraq’s people over America’s assassination of Iran’s revered leader, who helped Iraq free itself of Isis terrorists. And still American military forces continue outrageously and illegally to stay in Iraq, an unwelcome, illegal and destructive presence. No criticism on the illegality of the US presence in Iraq appears in RNZ News or other programmes. And very recently America illegally bombed in Iraq again!

Independent Foreign Policy in Aotearoa, NZ, Important for World

In 2003, RNZ and most New Zealanders supported the decision of the government of Prime Minister Helen Clark not to join the Coalition of the Willing to go to war on Iraq. New Zealand  stood up to American power then, and is seen as being on the right side of history. Similarly, in 1984, the government of Prime Minister David Lange banned nuclear-powered or nuclear-armed ships from using New Zealand ports or entering New Zealand waters. Under the New Zealand Nuclear Free Zone, Disarmament, and Arms Control Act 1987, territorial sea, land and airspace of New Zealand became nuclear free zones. This caused consternation in some western countries, but earned Aotearoa New Zealand much respect and support from people around the world including many Americans, who appreciated the risk and dangers of wars and nuclear catastrophe.

With this history of wise independence in Aotearoa New Zealand’s foreign policy, why did Red Line and RNZ in 2021 promote strong anti China views, when there has been so much suffering in the world because of US-led wars based on lies in the past 20 years and when our allies have refused to be held to account for wars of aggression, which are considered in international law to be the greatest crime against humanity. Red Line | Radio NZ seems oblivious to the fact that by not respecting Aotearoa New Zealand’s sovereign independence as a voice for peace in the world, it is allying itself with forces that if not mediated are leading inevitably and blindly to a final war. We need cooperation in the world not competition and more wars.

As the venerable Benjamin Ferencz, US Chief Prosecutor at the Nuremberg Trials said in 2018. “At the Nuremberg Trials in 1946, the waging of aggressive war was indelibly branded as “the Supreme International Crime (…) Nuremberg concluded that aggression was no longer a permissible heroic act. It was an international crime, and should be punished as a supreme international crime. I believe that. I was a combat soldier in World War II. I am always guided by my Supreme Commander. General Dwight D Eisenhower, when he became President of the United States, declared: ‘The World can no longer rely on force. It must rely on the rule of law, if civilization is to survive.”

And the Law must apply equally to everyone.
