Cor Hendriks – De Chinese Griep: het einde van het communistische regiem?
In China grijpt het Coronavirus om zich heen. Treinen rijden niet meer. Geen vliegtuig komt er meer in of uit. In de apotheken zijn de mondkapjes niet aan te slepen. Mondkapjes zijn overal uitverkocht. De situatie in de Chinese miljoenenstad Wuhan spreekt tot de verbeelding.
RTL Nieuws vergelijkt dit met de griep in Nederland. We hebben vaak te maken met een griepepidemie, die duizenden mensen ziek maakt en ook levens eist. (…) Vergelijk dat eens met de cijfers rondom het Coronavirus. Het aantal besmettingen, bijna allemaal in China, staat momenteel op 900. En tot nu toe zijn er zo’n 25 mensen overleden aan de gevolgen. Maar waarom maken we ons dan toch zo’n zorgen?
In de eerste plaats, omdat het een nieuw virus betreft, waar we nog weinig van weten, aldus Wychgel. “Uiteraard is de gewone griep een reëler gevaar. Maar van het Coronavirus weten we nog weinig. Dat spreekt tot de verbeelding van mensen en media. In China leidt het tot opmerkelijke taferelen: hele steden worden daar op dit moment afgesloten.”
Maar zijn alle groots opgezette voorzorgsmaatregelen in China dan wel terecht? “Dat kan je nu echt nog niet inschatten“, zegt Wychgel. “Er zijn altijd wel nieuwe virussen waartegen geen vaccin is. Kijk naar de Mexicaanse griep, dat bleek uiteindelijk een seizoensgriep. We zitten in een heel vroege fase. De Aziatische griep (ook “A griep” genoemd) was een pandemie, die in 1957 in Azië uitbrak en zich van daaruit verbreidde. De Aziatische griep kostte aan ongeveer één miljoen mensen het leven. Het aantal dodelijke slachtoffers van deze griepepidemie was daarmee duidelijk minder dan het aantal van de ‘Spaanse griep‘ van 1918. Hiervan lopen de schattingen uiteen van twintig tot meer dan vijftig miljoen doden wereldwijd. (https://nl.wikipedia.org/wiki/Aziatische_griep) De Hongkong griep was een extreme pandemie. Deze griepepidemie brak uit in 1968 in Hongkong en heeft naar schatting één miljoen slachtoffers geëist (https://nl.wikipedia.org/wiki/Hongkonggriep).
Politiek is een ‘confidence game’. Zodra het vertrouwen weg is, is het afgelopen. China is een zeer autoritair land, geheel onder de controle van de communistische partij. Dat wil zeggen, dat alle informatie top down wordt behandeld: de partij bepaalt welke informatie verspreid wordt. Elke informatie, die schadelijk is voor het imago van de partij, wordt onderdrukt. Het gevolg is, dat de informatie, die wordt verstrekt, niet betrouwbaar is. Altijd wordt in eerste instantie het probleem onderschat, vervolgens worden zogenaamd krachtdadige maatregelen genomen, die alleen voor de vorm zijn en het probleem niet alleen niet aanpakken, maar in feite vergroten. Zo’n maatregel is het aankondigen, dat een gebied afgesloten gaat worden, waardoor iedereen, die uit het gebied wil, het nog snel kan verlaten. Een andere zogenaamd krachtdadige maatregel is het bouwen van enorme ziekenhuizen in een super korte tijd. Het lijkt, alsof de regering daadkracht toont, maar in feite is het een enorm vertoon van zwakte. Het straalt uit dat de rampspoed heel groot is en dat de normale infrastructuur niet voldoende is, wat in feite een tekortkoming van de regering is.
In China, zoals in iedere autoritaire staat, is de regering voor alles verantwoordelijk. Als er iets mis gaat, worden eerst zondebokken aangewezen, zoals de burgemeester van de provincie Wuhan, maar uiteindelijk stopt de bal bij Xi Jinping (zie https://www.bloomberg.com/news/articles/2020-02-01/xi-has-lots-at-stake-as-china-officials-point-fingers-over-virus of http://theconversation.com/wuhan-Coronavirus-crisis-management-is-a-test-to-xi-jinpings-powers-130678).
Voor zover het zich laat aanzien, is het Coronavirus niet bijzonder gevaarlijk, minder gevaarlijk dan SARS en MERS. Het gevaar voor China is niet zo zeer gelegen in de ziekte zelf dan wel in de maatregelen, genomen door de overheid, die een uitermate ontwrichtend effect op de economie hebben. Zo worden Chinezen gehinderd in de verkoop van aandelen en heeft de overheid een grote hoeveelheid geld in de economie gepompt om de maatregelen te financieren.
